Gender norms and pre-existing inequalities disproportionately impact women and girls during emergencies, including pandemics. Gender, together with other factors such as age, sexual orientation and gender identity, ethnicity, disability, education, employment, and geographical location may intersect to further compound individual experiences and vulnerabilities in emergencies.

A number of gendered impacts on women and girls have emerged in the COVID-19 health emergency, and this document outlines priorities for a gender-integrated response to the situation. For example, it describes the importance of participation and leadership of women and girls through networks and youth rights organizations.
