IYCFE Capacity Assessment Tool and Guidance

This tool provides ministries of health and other health and nutrition stakeholders with a step-by-step guide on conducting IYCF-E capacity assessments, covering seven priority assessment pillars:

1. Policies, plans and guidelines
2. Human resource and organizational capacity
3. Coordination
4. Information management
5. IYCF-E service delivery
6. Financial capacity
7. Communications and advocacy

This document is divided into the following five sections:

• Section 1 provides an introduction and explains why, when, how and by whom the tool should be used
• Section 2 suggests steps for conducting the capacity assessment exercise
• Section 3 describes the assessment pillars and scoring system
• Section 4 presents the IYCF-E assessment tool
• Section 5 provides an action planning template

This revised tool is an update of the Eastern and Southern Africa Region (ESAR) Capacity Mapping and Assessment Tool (2020).
